Next gun to buy?
So, my first gun ever is a 10/22. I like it a lot, but feel my next gun should be something with a little more power..but I don't want something with bullets that will break the bank.
any suggestions for a good next gun? I'd love to get a bolt-action.

Anything breaks the bank with bullets compared to a .22
Do you have a specific purpose in mind for what you want the rifle for? Just general plinking and recreation? Defense? Hunting?
The purpose really will dictate caliber.

Savage model 10 is pretty reasonably priced and nice
English is my second language, I have been told my use of it is harsh, apologies if this is the matter.

.223 is the cheapest true rifle round. It's not a great hunting round, at least where I live in Texas. It is fun to shoot, shoots flat with minimal recoil.

next up from a 22LR for me would be a 223... ammo wont break the bank as bad as other centerfires.

GET A MOSIN!!!!
Mosin-Nagant- $130 +/- 7.62 X 54R Ammo is cheap, it's bolt action, runs off of 5 round stripper clips, and if you run out of ammo.... well, you can just club them to death with it without leaving your cover.

I see Savage Arms has a LOT ogf .223 bolt-action rifles.
Is Savage Arms reliable and user friendly?
any recommendations for a Savage Arms bolt-action .223 rifle that's affordable?
I'd like to get something for less than $400.

The Savage works well. It's a lot of gun for the money.

Savage makes pretty good rifles. Their accu-trigger system is very good for an adjustable trigger, and their actions are usually pretty slick. They don't include a lot of frills, but they work, and tend to be accurate.
Scopes on package deals are mediocre, but serviceable.
I'd skip the AXIS series entry level rifles, since they lack the accu-trigger. Something in the 10/110/ or 11/110 family should work.

Slightly cheaper, but less powerful than the .223. Really, it depends on the intended application.
.22 mag is still a rimfire round, if that matters to you.

i see that .223 is ten-times the cost of a .22 LR bullet.

It's ten times the horse power too.
