Need a little help and advice

So I'm going to be moving to Alaska pretty soon and I would like to open an outdoor shooting range for spring and summer time use.

-I'm just wondering what kind of legalities are involved from the state and local government to open up a range.
-How much land should be purchased and how far away from city and residential housing.
-How to set up the actual range and what targets should be used.
-Should it be private or public

I'm open for suggestions or advice and if there's anything I should know that I haven't asked please discuss.

Also, I was contemplating holding training classes that deal with physical work outs and shooting. I.e. 100 yd run take down 5 targets, 10 eight count body builders take down 4 targets, run obstacle courses and take down targets, etc....
