Because in the process of checking the background, the ATF will require the serial number of the firearm that is changing hands. Do you think they would really allow me to check the background of a person and sell them 30 guns on the spot? No. It is not going to work that way.
Not sure most liberals are going to like the results of the CDC study, though. Young poor black men shooting other young poor black men with pistols isn't as exciting as madmen with evil black rifles.

The National Instant Criminal Background Check System (NICS), does as the title states, does not document weapons in anyway. The ATF Form 4473 is presently the only means to trace ownership and is maintained at the origin of sale for a period of twenty years or until the FFL is surrendered to the BATFE, the records are then surrendered to and filed by the BATFE.
