If you are a student paying in-state tuition, your car has to be registered here. If you plan to live here 7 months a year or more (doesn't matter whether it's for the next one year of ten years) you have to register your car here. The fines can add up quickly for noncompliance. I work not all that far from ASU and periodically ADOT cars are in our parking lot (large company, 1500 on site) checking plates.
My point is you have no reason to not get your AZ license while you're at the MVD registering your car. I don't understand your nattering about getting the gun here or back east... it certainly won't be any easier in Delaware.

Go ahead and do it. The above posters are right. Establish residency, get the gun (don't restrict yourself to a Glock even though they are excellent) and get training.
