    One theory I read was that the Syrian rebels can shoot those, based on Soviet equipment supplied over the decades. So that tells me someone is getting a large package at some point.

    Well, it does make sense. Training. The fact they are looking for more than a half million rounds of blanks plus 2 million rounds of ball seems to add up to military training against middle eastern groups carrying AK-47s. Likely practice against urban targets or other compounds.

    Its also possible they intend use it for testing of bullet penetration testing on new or newer designed personal ballistic protection materials and constructs (body armor for example).

    Its too few to be expected as a supply for foreign army use (2m is nothing).

    Its also possible its a combination of training and group infiltration. I mean if you intend to send some of our guys into their groups/cells, you don't send em in with M-16s and Sig's do you? No. You send em in with AKs and surplus markovs so they look like everyone else there.

    Know your enemy better than he knows himself. Ammo and weapons are needed for that.

    So, given the small numbers here, I don't think its much to worry about.

    Looking at those numbers, this could be what Cabela's might order to supply their stores.

    So, seriously. 2.5m AK-47 rounds is not that unusual.

    I have fired 7.62x39mm in training in the U.S. Army. It doesn't take too much of a search to find photos of U.S. troops overseas holding WARSAW Pact weapons (AK variants).

    It could also be for low footprint insertion teams. If they carry any weapons, they would carry ones chambered using the enemy's rounds so if any brass were left behind, it would look like it came from local forces, not US/NATO rounds.
