I lived out there about 25 years ago. I called them to report that someone was trying to steal my car and they said they would send someone out the next day to take a report. It's one of the largest jurisdictions in the country.
This has to do with social justice, it's about time the poor thugs get their fair share of the pie. As long as it doesn't happen in Brentwood where the city officials live behind gated communities.
Most don't, and it goes down as a reduction in crime stats.
