I remember something similar back in the late 60’s early 70’s made for firing tear gas cartridges and blanks.

I have one similar (with the exact same firing mechanism) and mine fires off signal flares.

Back before I retired and was flying with the navy, we had something similar in our survival vest called a pencil flare. It shot a .38 caliber flare round, but could also be used to shoot a .38 SPL bullet (not recommended by the the riggers however).

We still use pencil flares. I have no idea how you'd get a .38 SPL in there though. The flare screws in, and there would be nothing to hold a cartridge. However, we did shoot a flare at a tin shed, and it went through 2 layers of sheet metal.
