Alabama laws on ammo (??? ) .. need clarification

Ok... I was going to be going thru Alabama and reading up on their laws and ran into the below law. I wondering if it means, what I think it means.... so, esp any Alabama folks that can clarify ???

I'm reading it that they are referring to the bullet / projectile in this, and not related to the casing at all, and that HP bullets are allowed. However, I can read this 3 or more different ways, so I'm looking for any clarification or how everyone else would read this...... as they refer to "ammunition " only is this, and not "bullet/projectile". It does not seem clear to me.

§ 13A-11-60. Possession or sale of brass or steel teflon-coated handgun
    ammunition; applicability of section.
    (a) Except as provided in subsection (b) of this section, the possession or sale of brass or
steel teflon-coated handgun ammunition is illegal anywhere within the State of Alabama.
The possession or sale of said ammunition or any ammunition of like kind designed to
penetrate bullet-proof vests, shall be unlawful and punishable as provided in subsection
    (c) of this section.
    (b) The provisions of this section shall not apply to state or local law enforcement
officers; nor shall it apply to the possession or sale of teflon-coated lead or brass
ammunition designed to expand upon contact.

This law is only covering projectiles made of brass, or other non-lead material coated with teflon, designed to penetrate body armor.

The law does not impact bullets that are made of lead even if coated with teflon or that are designed to expand.

Standard SD ammo is fine here. (IE Gold Dot, XTP, Etc). As long as the only metal in the actual projectile is lead, you are good coated or not.

Depleted Uranium Anti-tank rounds for your 45 are NOT cool, in other words.

Hydro-shocks would seem to be okay, though. I love those rounds.

I was raised down in humid lower AL, Mobile.

Let me re read it for you ... Plain english

Brass or Steel Bullets that happen to be coated with Teflon are illegal. Brass and Steel bullets that are not coated with Teflon are perfectly legal. You can buy regular FMJ and JHP at all AL gun stores. I go over there to get ammo all the time when I go to the family farm. Then back to GA.
