I know in a lot of other states people will drive out past city limits and shoot to their hearts content... is that possible here in NY?

"Driving out past city limits and shoot to their hearts content." Seriously? Don't try that if the landowner is around.
Here in Missouri, the Conservation Commission has a large number of shooting ranges. These are free, unstaffed, and they provide targets. Shooting Ranges and Outdoor Education Centers The one I use seldom has any other shooters during the week when I go.
Perhaps the state of New York has a similar program.

I usually just ask the land owner. Finding a good rural spot is key. Once you find one just pull over and ask the locals. I usually try to stop and ask people in their yards or driveways so I know they are locals. I have a bunch of places to go now that I have opened my mouth and asked.

Works in my area of Oregon. As long as you're not in city limits or on conservation land, you're good to go.
The most popular place near my town is an old quarry 100yds beyond city limits...

I'd also suggest checking for National Forest or BLM land. Both normally allow plinking.
