$500 gets you a NIB CZ, 2 16 round magazines, cleaning tools and carrying case. Then save the rest of your money and get yourself a .22 conversion kit (Kadet Kit). I am able to train every weekend for pennies on the dollar with the money I save buying 22LR instead of 9mm. The Kadet pays itself back in the first 1k rounds and you can use the savings to bulk up on 9mm.

The question is not relevant. It is subjective. The 5 top selling hand guns would be the Kel-Tecs, Taurus's, Grendel, Phoenix, Jennings, Jeminez, and a bunch more under $250. The Best Made guns, however, would be a different list, The Sigs, CZ'z, Beretta's, Glocks, and HK's, and even the Springfield Armory line of Compacts and Sub-compacts.
As I said, it's all relative. $800 encompasses all major/minor brands except the Kimbers and some of the S&W's. The correct question would be IF you could buy 5 CCW's and none could cost OVER $800, which ones would you buy?
