    I really like this proposal. We could have used units like this on '05-'06 in Iraq. I also like the idea of a high end civilian capable police force to free up the need for allied help overseas. As stated in the summary, this will promote a greater freedom of US action overseas. Edit: I did not read the entire document. I read the summary and skimmed the rest.

    No good will come from this. It is in fact an attempt by the Government to "step it up". They are using examples of how Europe does it and why they do it.

    The dont want to use the military because its focus is different than regular Law Enforcement, yet the Police dont have the capabilites of the military and are limited by jurisidiction.

    This is about a "Super Police" capability that has both military like and police function and a rapid response force that is not limited by state boundary.

    Read it.

    Stability Police Force? For what? Where are they needed?

    Right now they aren't. Its the Governments answer for the next SHTF scenario that we have been talking about for years.

    The only difference is, they are preparing for the "bad guys"...which is bascially whoever the President says it is.

    This is a dangerous study. It does not have the bests interest of the American Citizen at it's forefront, but rather how the government will deal with dissenters or anyone they deem unfit.

    So we left Europe to come to America, and are now doing our best to become Europe West. There have been some good things come from Europe. But why do we feel the need to take every ridiculous idea they come up with and think we can "improve" on it.

    This is not the domestic civilian police force that Obama was talking about. This police force is to be used to enforce order in foreign countries, like in Iraq and Afghanistan, where the local police force is inadequate. Such a force would be handy to take to Mexico, too, to replace the corrupt local police, so the country can get a handle on the organized crime. They have had some positive results using their military as a substitute, but then you run into the problems inherent in using military for domestic law enforcement. What concerns me though, is that such a force would just get our nation more involved in policing the world, which I believe is not our job, and too costly for us to do, anyway. Of course, where there is a power vacuum in the world, it will either be filled with a "good guy" or a "bad guy". Currently, there are too many "bad guys" that would move to fill the vacuum if we didn't. Catch-22.

    In its ability to operate in stability operations, it is similar to such European forces as the Italian Carabinieri and French Gendarmerie. Its focus on highend
    tasks makes it fundamentally different from UN or other civilian
    police, who deal with more routine law and order functions
    Our analysis clearly indicates that the United States needs an SPF or
    some other way to accomplish the SPF mission. Stability operations
    have become an inescapable reality of U.S. foreign policy. Establishing
    security with soldiers and police is critical because it is difficult to
    achieve other objectives—such as rebuilding political and economic
    systems—without it.
    Much of this appears to be related to Foreign Policy, but make no mistake.
    This is the camels nose under the tent.

    If this happens and becomes a reality, they will be used here on the homefront.
