Who makes this?
I was at the range the other day and a guy next to me was shooting a m4/ar15 in .22 cal. I asked him what kind of conversion kit he got for it, and he says he bought it brand new that way. So my question is who makes a good dedicated m4/ar15 in .22? He said he got it for around $500, but I'm not sure of the brand.

A lot of the big name AR makers have them now. S&W, Ruger Bushmaster... maybe? Not sure about Bushmaster.

Smith & Wesson makes a great dedicated .22lr AR. It usually runs around $450.

The Colt looks very nice...and IIRC is all metal.

One of them is the S&W 15-22. I really want one of these!

I'd be weary of the Colt/Walther/Umarex. Feels incredibly cheap when you get your hands on it, but I do hear good things about accuracy.
CMMG makes an easy drop-in conversion kit for 5.56 uppers, and wouldn't be suprised if you could find their factory guns with one installed. Tactical Solutions (about $600)0makes a dedicated 22 upper, great if you don't want a .22 bouncing around your .223 barrel, and built very solid. The S&W is actually very nice and priced favorably. I believe that GSG also introduced an ar15 look-a-like in .22

I have the Colt Tactical AR in .22LR. Great fun gun. I have about 6000 rounds thru it since Oct and only issue has been dud rounds of the cheap stuff. Looks and feels like my regular AR's but the bolt release and the forward assist are just for looks.
