I live about 50 miles from NYC and can tell you that NYC (Manhattan) is very safe. I believe that the "stop and frisk" tactic used by the NYPD is one of the biggest reasons. In 2008, NYPD did over 500,000 stop and frisks!
I think the bg's just migrated to the outer boroughs. It would be interesting to see if they define NYC as Manhattan or all of the 5 boroughs together.

We had an employee in St. Louis last week when her bag and laptop were stolen out of her car while she was inside the hotel checking in...I can now see why it happened.
