    I don't know about anything in Kansas City but the Truman Library in Independence did not have any signs last time I was there. But The Truman Library is one of twelve Presidential libraries operated by the Federal government. I'm not from Missouri but when I was looking into this subject a couple of years ago the consensus was that you could not carry into the building since it is a federal building. The only information I could find was that you could not carry where prohibited by federal law or a government building where a body of government was meeting.
