DAYTON — The U.S. Department of Justice has directed the city to pay 35 black applicants who tested to become police officers or firefighters nearly $400,000.
Each of the applicants will get $10,651 after the justice department determined the city’s civil service exam and job requirements unfairly discriminated against minorities, according to a letter from its Civil Rights Division.
Another man who applied to be a firefighter, passed the civil service test and was not hired will receive $20,513.
The payouts stem from a consent decree between city officials and the justice department. The decree calls for the city to pay up to $450,000 and revamp its civil service exam.
The city cannot hire any firefighters or police officers until it submits a new civil service test to the justice department for approval. A new test is still being drawn up.
The questions on the exam are supposed to focus on basic grammar skills, spelling, math, and common scenarios encountered by police officers and firefighters. The test is intended for applicants with a high school education or GED, Civil Service Board Chief Examiner Giselle Johnson said.
The consent decree directs the city to first consider hiring 19 priority candidates who successfully complete all requirements to become a police officer or firefighter; which include passing the revamped civil service test and necessary training.
The city is obligated to hire no more than five police officers and nine firefighters from the priority hire list, the decree states.
Upon completing probation, those hired will then be given retroactive seniority pay and benefits, the decree states. That means the priority hires would bypass other officers on the force in seniority, salary and benefits. They, however, cannot bypass existing officers in rank, the decree states.
“The goal is to get these departments to be reflective of the makeup of the population,” Dayton Commissioner Dean Lovelace said. “The hurdle has been some of these old procedures. I think the new tests will allow us to level the ground a little bit.”
Police and fire union officials maintain the civil service test did not prevent more minorities from joining the city’s safety forces. Fraternal Order of Police Lodge 44 President Randy Beane said not enough minority applicants show up to take the test.
He said he doesn’t understand why those who “weren’t even close” to passing the old civil service test are being rewarded and/or given priority hire status.

I took the test and was ranked 62nd out of 1,800 candidates. That was with a score of 98.5 %. I was placed in the first class out of that test that attended the Dayton Police Academy. I was suprised at the high quality of the cadets in that class. They were intelligent, hard-working and almost all of them are still honorable officers to this day. It is a pity to lower the standards, but it has been done over and over in the City of Dayton. They will reap what they sow.....

Police and Firefighters are professionals that are career minded. How dare they dumb down these professions to hire someone based on the color of their skin! Shame on them! This is an injustice to professionals everywhere.

“Will Dayton’s administration be racist?”
Being a taxpaying citizen and resident of West Carrollton, Ohio, I do not have a [Democrat or Republican] dog in any potential future fight, not to mention any resistance or opposition, regarding this recent U.S. Justice Department Civil Rights Division decision: ordering Dayton taxpayers and their city administration to give $400,000 to 35 black police and firefighter applicants; who did not do the best on police and firefighter tests, or score high enough to become eligible for training and employment with the City of Dayton, despite or regardless of any alleged, imagined or supposed discrimination, prejudice, racism or hatin’.
This is sort of a sad sick ironic moronic April Fool’s Day joke to most normal folks. Will Dayton’s new [white] Republican mayor and/or his [black] Democrat administration be blamed and labeled as racist, if they object to or resist this federal nonsense? The City of Dayton, like the rest of the nation, is bankrupt and broke; although it and the feds are still legally able, enabled and allowed to rob from the taxpayers, to pay other people who were not hired or trained to perform public-servant city jobs that they did not deserve, earn or get, if only because their test scores were too low, like ya know.

Why would you assume that the test is going to be "dumbed down"?
That are many ways to revamp an exam that don't involve dumbing anything down...
I want to know how and what type of questions are just disqualifying "black" men/women from the test and not hispanic, white, ect....

Material for standardized testing is often based on a assumed core curriculum that all students should have had access to, but in reality no such thing exists. Each school, school district, city, country, state, etc sets their own curriculum. While there is some consistency there is no universal standard. In many cases students in poorer neighborhoods go to underfunded and understaffed schools and so can very easily miss out on something some might consider standard or core.
A revamp often times does not mean making the test easier or dumbed down. It usually involves swapping out some obscure question and replacing then with equally challenging but less obscure options. For instance, a revamped exam might refer to more commonly known material, but require a higher level of critical thinking to arrive at the correct answer.
The only time you'll see a test made easier is if an unacceptable amount of applicants fail the exam. That would indicate that the test makers missed the standard. 35 people out of thousands does not equal an unacceptable failure rate.
Race is really immaterial. More than likely the word "black" was thrown into the reporting to get a rise out of folks. It is extremely difficult to prove that a test is "racist."
Will the new test require the ability to do some simple arithmetic, and be able to read a 4th grade level text book? Or is that too much to ask for?

Don't they automatically receive bonus points for being a minority? I know I got beat out of dozens of Federal and State jobs when I scored a 93% or higher on the initial screening test. IIRC if you were a disabled minority vet, you got like 15 or 20 points (trifecta).

I remember when the Boston Symphony was hiring musicians. They would have the candidate play behind a curtain. That way the judges didn't know if the candidate was a man, woman, white, black, Asian, young, or old. They just wanted the best musician.
Guess what. That process was called racist. They weren't hiring enough minorities. Stupid.
Lower standards in the name of "diversity" is a slap in the face of talented, hard working minorities.
