    Isn't firing across international borders considered an act of war? Do you suppose that the Mexican government will demand reparations for those poor agrarian entrepreneurs?

    Sorry for the sarcasm, it's early. But, I wouldn't put it past them to try!

    If it's a government's forces doing the firing, I believe you're right. Tough when it's criminals outside the bounds of all laws, though, as it's technically not the state doing it.
