No the training/DD 214 thing is for OH. Both FL and VA accepted my active duty I'D card as proof enough but when I called the Sheriff's office in OH the lady on the phone insisted that even though I am on active duty and have qualified with a handgun and carried one everyday while deployed overseas that I needed proof of training also. It's an easy enough fix by getting the memo from my OIC but a bit of a hassle.

Paul explained it, but I'll throw a bit on as well. In Ohio you can use a training certification for basically 10 years (either your first CHL and a renewal, or two renewals), and then you need a new certification in order to renew your CHL. That is only specificc to Ohio.

Who told you this...not true. There is no such thing as a resident/non-resident license...it's whatever is on your license as an address...it better match your driver's license.
