    Police are investigating the homicide of an off-duty Norfolk police officer who was found shot outside a pickup truck in the 400 block of Oceana Blvd. this morning.
    Decker was a decorated police officer who’d earned the Norfolk Police Department’s Medal of Valor and the 2009 Governor’s Medal of Valor Award, according to the release. He’d also been named both Officer of the Year and Norfolk’s Top Cop last year.

    Oct. 28—An off-duty Norfolk police officer found slain along Oceana Boulevard on Tuesday was wearing his police badge and items had been stolen from him, Norfolk police Chief Bruce P. Marquis said.
    Norfolk police Officer Victor Decker, 25, was found with the badge around his neck, Marquis said in an interview Wednesday. He declined to say what was stolen.
