It would be nice to catch them. Around here they are stealing the vases of the bronze markers in the cemetery's, so far they have not taken the entire brass marker, too heavy I guess?

That would be a good start but far more is deserved.
Not only a butt whooping but a public apology after repairing the damage and at least a hundred hours of community service maintaining the site.

This can be a rough city. I don't know where that school is, but I imagine it's in a less-than-desirable part of town, and metal thieves can be relentless. They ought to work out some deal where the monument can be put in a better location.

I think if caught the judge should order them to return in a few years with a DD-214 or else they then serve prison time for felony theft. I know someone would mention to the DI why they are there.
