True. Any deterrent effect from modern executions is largely negated by the ridiculous delays in carrying it out.

The crime is completely irrelevant. "Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted." -The Constitution, Bill of Rights, Amendment VIII. It's a right, regardless of what one did.
