In the Army, you are taught that obstacles will only slow the enemy down, unless the obstacle is supported by direct and/or indirect fire.
Thus, a wall (or other barrier) on the border will only work if we have a way to guard it - which means men on the ground, in the air, sensors, and etc.
It would be a significant investment - but it certainly could be done, if we had the political will to do it.
By the way - what is going on in Mexico is NOT a drug war. It is a civil war. The previous political party (PRI, IIRC) had ruled Mexico for decades, and was in bed with the drug runners. When the PRI lost the election, the new ruling party decided to take on the drug lords - because their money helped to support the political opposition. The drug lords, with the support of the PRI, went to war with the new government. This is how the drug lords get their hands on heavy weapons - from the Mexican government - which is corrupt and at war with itself at various levels. It's a dangerous situation - one which many ordinary Mexicans try to escape by coming here. And in that, you can't really blame them. There's just not many really good options in this situation.
The more good folks carry guns, the fewer shots the crazies can get off.

This is only going to get worse. Apparently Gov Brown (CA) just approved $40M in financial aid for illegal students.
