College, these problems didn't seem to be as prevalent when most officers were former military.

Florida in general, but particularly south Florida, has had these issues for a while. They have lowered their hiring standards a lot, because they could not fill the ranks fast enough. It is well known in the LE community (at least here in Ohio) that if you were to get into trouble in your home state, you can usually get a job in Florida. I've also known a few good cops that have transplanted there as well, and know a whole lot more Florida native cops that are great guys- its just the environment down there.
