    "One officer on a rooftop fired at Tsarnaev, prompting "a substantial volume of contagious fire" by other police at the scene, the report found."

    I would call it lack of control.

    It is not lack of control but standard mob psychology. Officers need to be specifically trained to avoid this behavior and typically they are not.
