    I think it is time military personnel are allowed to carry firearms "on base" during their "off-duty time". This attack could have materialized if it wasn't for that store owner who discovered the videos - imagine how many service members could have been killed by the "no carry rules" the military is impossing!

    Only quibble is that an attack on a military base isn't a terrorist act. A military base is a legitimate target in war.

    Also, the attackers don't represent an organization or state which signed the Geneva and Hague Conventions, so they need not abide by them.

    Except if they attack the civilian dependants then doesn't it become terrorism?

    Wait.. our "armed" forces are forced to go un-armed? Now really, doesn't that kinda defeat the purpose of them being there to defend the country? What are they supposed to do, throw frisbees at the terrorists?

    Handguns are illegal on base, and cars are randomly searched so you can't really chance it. Also they have company arms rooms next to the orderly rooms with all the weapons assigned in it... And not one solitary round for any of them. That attack could have been ugly.

    A major target for attacks in Iraq is their recruiting stations. U.S. recruiters are unarmed, they don't even have an arms room. The building I'm in has an arms room with weapons but rarely any ammo. There is no security either. Military bases at least have access control and armed security.

    Any private business can have a gun behind the counter but the Army has to depend on the local police.

    No. If civilians are allowed in the vicinity of a military target the defender is responsible for any deaths or injuries. The Pentagon was a valid target and the civilian casualties there are our fault for allowing civilians to work there. Also, all US flagged airliners are part of the Civil Air Reserve Fleet... which means that they are a strategic military asset... and arguably a valid military target as well, so you could argue that attacking them and killing the civilians aboard was a valid act of war as well.

    The attackers technically shouldn't intentionally target civilians even on base, but shooting at the buildings and other infrastructure would be ok. If they used a truck bomb or something civilian casualties are almost unavoidable... civilians will work in many valid target buildings like the post HQ.

    We kill civilians all the time in our operations. The difference is that in our case the civilian casualties are a side effect of our operations, in the terrorist's case they are often the goal of their operations. As long as any civilian casualties were a side effect and not the goal of their operations they would be in the clear.
