    Three held in gun thefts from police cruisers

    All but one of the guns stolen in recent months from Contra Costa County sheriff's and California Highway Patrol cruisers have been recovered, and three men are facing federal charges in the case, authorities said Monday.

    Three AR-15 semiautomatic rifles and two shotguns were stolen from law-enforcement cruisers and then sold at least twice, according to investigators from the sheriff's office and the FBI.

    Of the five recovered weapons, four belong to the sheriff's office and one belongs to the CHP. An AR-15 belonging to the sheriff's office is still unaccounted for, and investigators believe it may have been disassembled for parts, said Jimmy Lee, a sheriff's spokesman.

    Daniel William Vess, 20, and Kao Kweng Saephan, 24, have pleaded not guilty in U.S. District Court in Oakland to possessing a Bushmaster AR-15 rifle that had been transported in interstate commerce. The weapon was made outside California.

    A third suspect, Brandon Buchanan, 27, of Stockton was arrested Thursday. Authorities said the stolen guns were sold to an unspecified person who then resold them to Buchanan.

    Someone broke into cruisers in the locked parking lot of a sheriff's station at 1980 Muir Road in Martinez and stole three semiautomatic rifles and a shotgun late Jan. 5 or early Jan. 6. The same night, someone stole a shotgun from a cruiser outside the sheriff's Bay Station at 5555 Giant Highway in Richmond.

    The thefts were similar to an incident Dec. 16 in which someone broke into several California Highway Patrol cruisers at the agency's office at 5001 Blum St. in Martinez on Dec. 16 and made off with an AR-15 and ammunition.

    In all the break-ins, the thieves used tools to defeat the locking mechanisms on the cruisers, said sheriff's Capt. Dan Terry.

    Saephan was indicted by a federal grand jury May 27. Authorities arrested Vess in April on unrelated charges.

    Contra Costa sheriff's officials have described Vess as being obsessed with firearms and "tools of warfare."

    In jailhouse phone calls that investigators monitored, Vess told a friend to go to his home to "get the toys out of the house," referring to the law-enforcement weapons, "and like hide it or something," FBI Special Agent Douglas Hunt wrote in an affidavit.

    The friend later admitted to going to Vess' home and retrieving the stolen sheriff's AR-15, authorities said.

    A search of Vess' home also uncovered a camouflage backpack filled with hundreds of rounds of live .223-caliber ammunition for the stolen law-enforcement rifles, burglary tools, handcuffs, ballistic vests and helmets, including one that was riddled with bullet holes, authorities said.

    Every year a lot of guns and ammo go missing from the police as well as military. It is rather scary to think why and when the BGs plan to use them.

    So stealing any gun not made in your state is a federal crime now???

    You and I are in Florida where Decades mean Decades, in California it is literally the 1/10th rule 100 days mean 10 days, 10 years mean 1 year because of prison overcrowding. I hope this goes federal so they serve the whole sentence.

    I for one am quite surprised that the SF Chronicle staff writer did not use the term assault weapons, but instead referred to them as the semiautomatic rifles that they are. It must have been a slip up on his part.

    Orlando's chief of police had her guns stolen out of her police car and as far as I know they have not been recovered. It seems like it's easier to steal guns out of police cruisers then it is to steal from someone's home.
