I was watching the news this morning interrupted occasionally by the TODAY show. Today was running a story about the effort to secure the city of Rio de Janeiro, for the 2016 Summer Olympics, it stated that murder stats and violent crime were through the roof even compared to places like DC, NYC, and LA. The stat that caught my eye was LE there KILL 1 in 23 suspects....compared to 1 in 37,000 for US LEO. That is just amazing. Anybody as shocked about this as I am?

Not surprising to me. Remember LEO there aren't held to the same responsibility level LEO are here in the states. I doubt they will be put on admin leave while an investigation is done, no ACLU types second guessing everything they do, and no (and I use the word lightly) justice system who holds the rights of the criminal in higher regards than their victims.
Not surprising to me, but then I spent a couple of years in Brazil, and working with the local police was a big part of my job.
They don't play nice with criminal suspects in Rio, to say the least...
That said, they just had the Pan Am games there a few years ago, and there were fewer crimes committed during that time in Rio than there were in almost any similar sized city in the world...

It sounds like a War Zone down there. BG's took down a LEO chopper last year based on the TV program.
During the Pan Am Games did they just promise quick death to anyone breaking the "truce", OPFOR?
Gulliani is going to go and "fix it" <sarcasm aside> for big fees. Gulliani benefited from big demographic shifts when in NY, and that made his crime program look "great", IIRC.

Basically, they flooded the city with cops from all over the country, and stepped up enforcement on all levels. It's bad there, certainly, but it isn't a "war zone" unless you're in the worst of the favelas. Millions of folks there go about their daily lives without being shot, just like everywhere else. :)

I wish I could do things Brazilian style, just for a week or two. Maybe designate a week or two each year, we could call it Brazilian week or something like that. Purge our stock of slugs.

Most of Brasil isn't like Rio...while the level of police killings in the major cities is certainly higher than in the US across the board, Rio has always been significantly higher than the rest of the country. The gangs there are very well equipped, audacious, and violent, but they tend to stay in their favelas. If any of you ever get the chance, there are two GREAT movies about crime in Rio...
City of God is easy to find, and tells the story from the POV of a kid growing up in one of the most notorious favelas, on the periphery of the gangs.
Tropa de Elite (The Elite Troop) is about BOPE, the "Untouchables" of the Rio Police. It's hard to find (read: almost impossible) in English, but it is a phenomenal movie if you speak Portuguese or Spanish.

I've lived, studied and traveled in several countries in Latin America and life can be cheap there. The criminals can be ruthless and are dealt with accordingly. It is usually the lower class that bears the brunt of the Police shootings, the upper and middle classes usually face the justice system. Incarceration is no more of a deterrent there that it is here, so the police just take them out on a regular basis. These police executions are often arbitrary and unfair, but that's the way it is down there and it won't change anytime soon.

Perhaps the orphaned, abandoned, and poor children of the streets are part of the reason. If you can believe what you read(not saying I do), many are killed for being in the wrong place and trying to survive. Outrage about this comes and goes over the years.
