Welcome! The answer to both of your questions is true, and many people have Florida permits, mostly for the wide coverage it gives them.

A word of caution though, check NC laws, many states will NOT let you carry on another State's non-resident (or resident) permit if you reside in the state. Much like a drivers permit you must have your States permit to be legal there.

I think you can get a Florida non-resident permit that way, but not a regular State of Florida permit.
