Welcome from Perry County. In answer to your question, use "personal protection". I don't know about issuing permits, but I do know that the Sheriff of Tuscaloosa County will not sign for anyone to buy a suppressor or any other item that requires an ATF stamp to purchase. If you are only in Tuscaloosa County as a student you might want to get your permit in your residence county.
