This place is jam packed with great info, thanks.
I hail from Westchester county. Yes the county where the judges make full use of their discretion. Already have a shot gun for HD, so naturally the wife and I would like a pistol for SD out side of the home. I will honor what ever permit I end up with, but would really like to have the option on any given day to carry. Not that I want to but again would be nice to have that choice and or option.
The wife and I have our finger printing appointment in May and add the typical six months on that and bam its November before we hear anything. That gives me plenty of time to read, read and read some more about safety, handling, procedures and any you tube I can find.
Maybe you guys and gals can answer something, I'm told by people (including the pistol application services) that very few people get a non restricted carry in this county. So most end up with the "hunting / target" permit. But the thing that gets me is those that say or where I have read say, DO NOT put "Self Defense" on the application, why?
My "proper cause" is my desire to live and defend my family from threats that want to take our lives. Force is my LAST resort, the threat will dictate how I respond, be that fleeing, surrendering money or wallet....etc..
Under the heading on NY penal code for carrying:

Carrying:
A license to possess a handgun serves also as a license to carry unless restricted. If there are no restrictions written on the license, the licensee is permitted to carry a handgun, loaded or unloaded, concealed, on or about his person. An applicant for a license to carry must be required to show, in addition to the requirement for possession, that "
proper cause exists" for the issuance of such a license; for example, for
target shooting, hunting, or self-defense. The license can be amended to include one or more additional or different handguns. The licensee is required to carry the license on his person at all times when carrying a handgun. Possession of any "loaded" rifle or shotgun in a vehicle is illegal. A loaded handgun may be carried in a vehicle by a properly licensed individual. ("Loaded" means loaded in magazine or chamber. A loaded handgun means one for which the person possesses ammunition.)

Welcome to the forum from another New Yorker. Im in Dutchess county so I cant speak for the restrictions on the permit in Westchester. Ive heard the same for "do not put self defense on the permit application". No one has given me a clear explanation as to why not, but I imagine its because its a lot easier to justify "proper cause" (which I think is B.S.) to have it for hunting/target shooting purposes. Whereas, if you were to put "self-defense" they may ask you to provide "justification" for having a handgun for such a purpose. Counties like westchester have judges that apparently think that people either shouldnt need/want to defend themselves, or that the person simply wants to shoot someone. I feel blessed to live in a county that has a Judge and sheriff who are very pro gun. Ive never heard of anyone getting a restricted permit (even if they asked for one) in dutchess. And the turn around time here is about 3 months.

I live in Montgomery Count and the Issuing judge is pretty good compared to most NY counties. After you have had your restricted permit for a while without any concerns, he will take them off.
