Don't know anything about local or FL law, but sometimes the feds will delay the process -- if you have a name close to someone in their database. Sometime, I suspect they delay because of a rush, or a party going on.

Here's what I found re Fl:
they will have a 3 day waiting period. the 3 days is actually 5 days because it doesn't include the day of purchase or the day of pickup. So if you fillout the paper work on Monday, your three day wait would be Tues, Weds, and Thurs, and then you could pick up on Friday.
So depending on the day you bought it (b4 Holiday) it could be 7 days easy
