A couple of questions on your license. Michigan has a 6 month requirement to "establish residency" for those moving into the State without a previous permit/license. If they haven't caught it yet, don't panic. Bureaucracy is such that they may just miss it altogether. As to the Sheriff's office, have they changed the procedure? In the past it has been done via the County Clerk's office- paperwork turned into them, not the Sheriff. I am presuming since you mentioned cheap rent that you are inside the City of Detroit? That'd def. be Wayne County then, same as my license.
A few Detroit (and major urban area) survival tips: ALWAYS be aware of your surroundings. This alone is enough to get you out of being a victim in maybe 90% of the situations that may present themselves. Don't argue with anyone on the street, just walk away. Swallow the pride, it's not worth dying (or killing) over. Always leave yourself an out. This is for both driving and in general. Try not to get boxed in in traffic. Leave room between vehicles at traffic lights. If you're in front at a light and it turns green, DO NOT assume it is okay to go! I have seen more red lights run in Detroit than anywhere else I've traveled, even in equal length time spans. There are some really bad drivers here!
Have fun, if you're employed, count your blessings. We are one of the more depressed areas of the Country economically. And it's not new here. The rest of the Country is just now seeing what we have seen for the last couple of years.
