Unfortunately, it doesn't sound like she will last long.
I hate to sound so cold, but I don't think she's going to last 6 months. At least not with this plan:

These drug cartels wipe out entire families...infants, toddlers, teens...doesn't matter.
They won't hestiate to kill this young woman if she crosses them.

She's got her hands full. Like winning a tiger in a raffle, yeah. Interesting that the quote was applied to public office of any sort across Mexico, not simply the police chief in a town that's 15mi from Juarez, the current death capital of Mexico. One might hope that being uncorrupted she's got a chance. It'll come down to how much mettle she's got and how willing people are to work with her. She and everyone else who seriously wants to survive to see peace in that small town are going to have to work extremely hard to stay alive while angering the criminal element that has gripped the northern border regions in a vice. Left dangling on her own, she's likely toast. Even with all resources behind her, she might not make it.
I wonder whether in smaller towns each and every serious and connected criminal is known. Might well be nearly true. It might well take a clean sweep and full erasure of all criminals in order to restart. I wonder whether Mexico's establishment of uncorrupted leaders (what portion of the establishment is uncorrupted) would be game for such a step. Can't imagine how many that would come to ... 5000, ten times that? Might come to that, if there's to be any hope of success.

Thye only thing that will help these people is to train and arm them with the weapons they need to defend against the drug cartels,disarming innocent people only makes them more vulnerable
Out of some measure of sympathy, the cartels my give her an extra week or two, but I would doubt much longer.
