The car was pulled over and suspected stolen. The 2 suspects refused to exit the vehicle and the standoff began, at 4AM this morning and didn't end until about 10AM. They used their explosive defusing robot to break the back window and threw in tear gas to flush the suspects out. Luckily, no police officers were hurt. They haven't said whether the suspects were armed.
I heard about it from a friend who got stuck in traffic and ended up having to take side roads all the way to our school. They were turning vehicles around to get them off the highway. My friend was behind a bus that had to do like a 10 point turn to turn around.
I take the on ramp where this happened every weekend to get home. I was leaving Milwaukee to come home today at 10:45 and they still had that on-ramp blocked off. I ended up having to go a few miles down the road to get on.

I saw the video on the tv news. Seemed like a whole lot of rigamarole and time, etc for two GTA suspects.

Looks like they did a good job apprehending them.

I would give them 5 minutes to comply and then unleash the snipers,

We use to just drag them out through the wind wing.

Whose got canines around all the time anyway?
Looking back I have to laugh. If you called for a K9 or SWAT, they would have asked what the hell you were talking about.

And the Milwaukee PD didn't get to have any fun. Hopefully they at least got paid overtime.
I was curious why they had the suspects roll across the ground a few times?
I wonder if the suspects waited so long because they wanted to sober up/come down so they didn't get a DUI?

I agree. SWAT, at least two armored personnel carriers (WTH?), a bunch of other cars, three K-9s, and various assorted LEs. Overkill?

Is it true that if you don't use it, you lose it?

To some extent that is true. If you use less than your budget, it will probably be cut the next year. That is why many budgets are set up with extra items that can be plugged in if extra money becomes available.
