I think any agency who allows or requires LEO to carry a WML, they should also require and/or provide a handheld flashlight for duty use. Our local SD issues Surefire 6P to their deputies which they carry mounted on their duty rig. The K9 officers are issued WML and special holsters, but also carry their separate lights on their belt.
Interesting, and I agree with you, they should require a hand-held flashlight. As SIXTO said, WMLs are NOT flashlights. They serve a different purpose.
I always have 3 lights with me on duty:
    - Surefire G2 LED
    - MAG 2-D cell LED
    - Streamlight TLR1s

Each serve a different purpose, I ALWAYS have the Surefire with me, it's my -everything- light. I keep the MAG in my patrol bag and use it when I need more light than the SF can provide. The Streamlight ONLY gets used when the gun is out AND I need light.

Personally I believe it is wrong to place any responsibility on the lights manufacturer. If the light when used correctly causes no harm then the maker should not be held responsible.
