Massad Ayoob mis-uses the word "clip" in The Gravest Extreme. I don't think anybody's gonna call him a newb over it though.

How about alcohol prohibition? That was a Constitutional Amendment. All it did was drive the bars underground, make a few mob bosses rich, and create a culture of violence, shootings, bombings and death. Can you imagine the bloodshed in this country if guns were the commodity instead of alcohol and they were prohibited or severely restricted? How many otherwise innocent citizens would be jailed for trying to protect themselves a la Tony martin in England?
Criminal use of guns is an embarrassment to the USA but I cannot think of an acceptable short term solution other than arming the GGs and locking away the BGs. But then we're already a leader in incarceration, so obviously that is not working.
The solution is a matter of social engineering, culture, and generational change. I fear America doesn't have the plan, will, stomach or money to pull it off.
