Warning shots can and do work, but the problem is that you can't ever count on them doing the necessary job. In other words, there is no consistency of them working and it is rather "hit or miss," pardon the pun, that they get the desired effects.
Fortunately Winters was smart enough to put them in the ground and not into the air.
Bullets never miss, ever. They just might not hit what you intended, but they always hit something. And thats why warning shots are ill advised. Even aimed at the ground. Buried rocks, richochet.

THat's what I was thinking. I don't know about the warning shots. The Winters guy really didn't need to be involved. At the point he came in, who was in danger? The BG were fleeing the scene, and didn't cause harm to anyone but themselves. Keep the victims in the house, and call the police.
When he became involved, HE was in danger, and endangering others.
Can't say it was smart, but it happened to work in this case.
