California should have a Sheriff like Arpaio. Pink shorts, sandwitches, no tv, no coffee, no nothing but tent city. Would reduce the want to come back to prison. They do get to watch the weather to see how hot it is going to be.

If not gifted "free" money by others, she feels compelled to thieve from others? Hm. Sadly, that's probably not so rare an attitude as some might think.
Hard labor, earning her keep and basic/subsistence conditions might change her mind. Hundreds of thousands of others, too, if only the conditions were corrected. Arpaio's got the right idea, in this regard.

I'm in favor of a new three strikes law. Three felony convictions and we put you in the ground. after three convictions it's clear that you are an unhelpable career criminal.
