So the question is - did the officer purposely shoot because he thought he was under assault? or did he have his finger on the trigger and negligently fired when the fleeing civilian ran into him?
The first is a tragic mistake that can happen in the split second confusion, especially since the officer knew there were armed men inside.
The latter is a failure in training.
Let's see what the investigation shows - if we ever learn the truth.

One thing we know for sure is that he had his finger on the trigger when the man ran into him. Did the officer think he was getting attacked and pulled the trigger?
We will never know for sure but standing directly in front of the door wasn’t smartest tactical point

Maybe the officer lost it once it hit him what he'd done.
It can also be a tactic to delay the investigation. I know someone, not LEO, that used it when it was found out the police were about to arrest him - real criminal was ferreted out after a reward was offered.
I know that the University of ALabama Police department only has to qualify twice a year. NO CCW holders cant carry on campus since they're not trained to do it! just those who only have to shoot twice a year! Also those same UAPD officers don't have a range they can use and the TPD wont allow them to use their range either.
According to NYPD website, they qualify twice a year. I have it from a source I trust usually it's once a year.
From all the poor shootings - tactics, criteria and marksmanship - lately, I can conclude nothing other than what ever training they get is inferior. Were I an ambulance chaser, I would make sure people in NYC knew my phone number.
