I'd rather be lucky than good any day
There's nothing that will change someone's moral outlook quicker than cash in large sums.
Majority rule only works if you're also considering individual rights. Because you can't have five wolves and one sheep voting on what to have for supper.

HAhahaha, I read about this shortly after it happened. There's a thread about it on here somewhere. Judging the character of the driver and her mother strictly by the news articles, I think this does a MUCH better job than any fine she could have been given.
For people who didn't get to read the original article, the woman did this SO frequently that it was the bus driver who decided to tape her. And they were loading/unloading a special needs child with a wheelchair, which is why the stop was longer than usual.

Ha Ha, sentence was much too short. Should have been every morning, and every evening for a week, or longer. I have driven a school bus, and when these violators get reported the judicial system usually tosses the sentence, and lets the offender out to do it again, and again.
