Many of us, me included, who are not military have used the phrase ex-Marine but not in a condecending or insulting manner, it's just an English phrase that describes something but perhaps in an erroneous way. My appologies.
We have also said that someone "won" the Congressional Medal of Honour" but of course they don't "win" it, they earn it by their service, but without thinking we say stuff. Much of it is unintentional.
This Marine busted a cap into some thug. He could easily have been Army, Navy, an Aviator or someone stuck in the States. The fact is that someone from the WW II era took his safety serious enough to shoot the perpetrator and stop the threat. 'Ex" anything does not matter.
