    Yeah, that baffled me.

    What they could do is have an alarm that rings at the police HQ and they just respond. When I was younger I worked at a supermarket that had a liquor store attached. It was robbed a few times so they installed these electronic foot activated alarms that would light up on the dispatchers panel and they would send police, didn't require anyone to pick up a phone or say anything.
