Our educational system (especially at the college level) helps to create them.
Don't blame a educational system were a teacher sees a child that is a chatter box then bring the parents inside the classroom and suggest for that parents to pop the kid full of drugs to "claim" the child down where later on in the child's life the amount of pills and labels that the teachers place on that child get the best of that child and he/she loses their nut.
