She wasn't balanced on a walker; she was balanced on a walking stick, also known as a cane. She was not as feeble bodied as comes to mind when thinking about an older lady on a walker. Nevertheless, more power to her.
If I had shot out tires of someone I caught on my property, I'd be charged with discharging a firearm within city limits and/or reckless handling of a firearm. Out on her farm, she can get away with it.
