As already stated, I would NEVER shoot for any other reason than to STOP! 
With reference to this story, did the officer have reason (probable cause) to believe that threat to human life or threat of substantial bodily harm was eminent? If he felt he didn't, then re holstering his weapon was probably a good idea and he shouldn't have drawn it in the first place.
