So is Mr. Burns a trigger-happy vigilante, or just have bad karma?INDIANAPOLIS (WISH) - Metro Police say a homeowner shot a man in self-defense outside his eastside home Saturday morning. But it's not the man's first time using a gun.
"Yes, this neighborhood is really good. I let my kids go out and ride their bikes through the neighborhood and I've never had any problems," neighbor Deb Horn said.
Horn lives down the street from where the shooting took place around four o'clock Saturday morning. She says she's surprised her normally quiet neighborhood was filled with police cars and flashing lights.
That's because Metro Police were called by a homeowner, Richard Burns, who said he had just shot a man behind his Brookville Road home.
"Apparently he heard a noise outside, went outside to see what was going on, and related to the detectives that this individual came at him with a knife, and which time he fired a shot," IMPD Sgt. Paul Thompson said.
Burns told detectives the man he shot was coming out of his car, perhaps trying to steal it.
The victim was hit in the chest and taken to Wishard Hospital in serious condition. While doctors work to save the victim's life, detectives work to figure out a complex case.
Police will determine if this shooting was indeed self-defense. What they'll also look at is the fact that Mr. Burns has been involved in two other shootings, this year alone.
"He does have a relationship with firearms and the police," Sgt. Thompson said.
Like on January 22nd, Burns reported to police that someone came to his front door with a bag of toys and possibly a gun.
"At some point that individual withdrew what he thought to be a shotgun, at which time Mr. Burns used an SKS assault rifle and fired a couple of shots, as far as we know he didn't hit anything," Sgt. Thompson said.
According to another police report, Burns is accused of firing shots in the air at an ex-friend's business.
So whether or not Richard Burns is charged with this shooting, as police say, he's involved a lot with guns.
Metro Police tell 24-Hour News 8 that Richard Burns does have a valid gun permit.
As for the victim, he didn't have any identification on him, so police haven't identified him, but they do say his injuries are not considered life threatening.

Maybe the water company can figure out where all of their meter readers have been disappearing to? Trigger happy? Naw. He's just simplyinvolved a lot with guns.
His shooting is getting better, at least this time he hit the guy. The other two shootings sound a little irresponsible.
The guy must have bad karma. If the other two were bad shots, you'd think the people he shot at/around would have called police with their side. I'm not advocating his style, just saying they were more likely than not bad guys since they apparently didn't make a call themselves.
The only thing that stops bad guys with guns is good guys with guns. SgtD

I second the move option...to another state...TX sounds good for those wanting to protect 'property' (which is something we all ought to be able to do anyway)...

sounds to me that this guy is a bit nuts.

Indeed, something ain't right here. Just based on the limited information we have, it seems this guy is WAY too quick to shoot.
A man fires a rifle for many years, and he goes to war. And afterward he turns the rifle in at the armory, and he believes he's finished with the rifle. But no matter what else he might do with his hands - love a woman, build a house, change his son's diaper - his hands remember the rifle.
Awful lot of things happen to this guy that don't add up. They don't mention finding a knife either... and they do mention him "getting out of his car" rather than being in the back yard coming at the homeowner with a knife. Something sure is fishy.
The article is definitely skewed. It's dripping with sleeze. A valid gun permit...what does that mean? Burns is accused of firing shots at an ex-friends business? If it was a concealed permit, then it would have been suspended after that, so that doesn't quite add up...and somebody came to his door with either toys or a shotgun and he shot at them with an SKS and they didn't call the police? That sounds kind of fishy, too. There is a lot about this article that doesn't add up.
