    ESTACADA -- Emergency personnel rushed to the Mount Hood National Forest this morning after a target shooter was accidentally shot in the leg.

    An Estacada Fire District crew, along with Clackamas County sheriff's deputies and an ambulance headed up South Hillock Burn Road shortly after 10 a.m. to meet a group of men and women who were driving shooting victim out of the forest southeast of Estacada.

    Estacada Fire Chief Alan Hull said preliminary reports indicate one shooter was handing a loaded 9 mm handgun to another shooter when it accidentally discharged. The victim was truck 14 inches above his kneecap. Hull said others in the party applied direct pressure to stop the bleeding.

    Detective Jim Strovink, sheriff's spokesman, said the target-shooting group apparently included two men and two women in their 40s and 50s. Identities were not yet available.

    Most "accidents" are a result of some form of negligence.

    From my statistics buddy commenting on the term 'accident' as being an unintentional event with a negative impact on those involved or their belongings...

    An accident is a a detrimental event that happens with a very high probability but a very low frequency.
    Considering yourself to be defenseless is the first administrative step to becoming a victim.
