She had a target permit IIRC and was on the way to the range. Bloomy and the NYC powers declined to prosecute her for carrying it loaded apparently due to the political implications of persecuting the handicapped.

I find it odd that the scum attorney repeatedly references her 'walking' around with it since she was confined to a wheelchair.

Also, how is the property management supposed to know, or stop, her from having it?
