Asked who was failing the kids -- police? schools? city officials? -- she replied flatly, "We all are."
Here's a novel idea, How about parents taking responsibility for their kids?

They won't be able to control this without finding a way to control the gangs. This sort of reminds me of prohibition. The government outlawed liquor and the gangs took it over and as a result there were a lot of killings.

Chicago has been a haven for thugs for over 90 years. Is there any wonder why? It has always been known for its crooked politicians, crooked police force and mafia affiliations. Now it is home for some of the most ruthless and brutal street gangs. Maybe it's time for Mrs. O'leary's cow to kick the lantern over again, but this time let it burn to the ground!

At least the laws and procedures in Chicago will never be pushed onto the nation as a whole......oh, wait. In all seriousness hopefully they won't, especially with the track record exhibited in the article.

Killings in Chicago schools is higher (per capita) then it is in Bagdad, and the politicians are still trying to make more laws...idiots!
Just build more prisons and send the gangbangers straight to the Hoo-Scow...do not pass go, do not collect $200.

What they need to do is adopt some better gunlaws, which have been proven to work in Washington D.C.

    Oh wait, I mean Philadephia.

    No? Okay, perhaps L.A....

Er, how about East St. Louis, Illinois?

Umm, I'll get back to you in a bit. Apparently I need to do some better research on current events.

Mayor Richard Daley said the numbers appear worse in his city because the public school system considers teenagers students even after they drop out.

"The rest of America doesn't count them. You're a dropout forever. We don't think they're dropouts. They're students," he said.
They're just little kids, they dont mean no harm. They just need more funding and programs to make them happy.

why send gang members to jail? How about just put them in a desert camp all together hand them all guns and tell them the only requirement is that they clear the bodies daily to the incinerator....

Uh, no. Under "No Child Left Behind," every school in the country must be concerned about drop-outs or get taken over by the state (ultimately national?) government.
