    It seems that this is similar to what they learned about school shootings. The first responding officer needs to be better equipped and trained to engage the shooter, instead of waiting for backup.

    Down through the ages, dirtbags have always been around and they have caused havoc in many different ways. Their weapons and tatics have evolved just as the 'crime fighters' have evolved in their methods of response...it will continue to evolve on both sides.
