According to the National Shooting Sports Foundation, Winchester has signed a contract with the Immigration and customs service for 200,000,000 rounds of .40 S&W ammunition over the next five years.

I bet Winchester could sell 400,000,000 at Wally World alone.

Or about 17 rounds per illegal alien.10,000 per agent over five years is 2000 per agent per year which is just over three 50 round boxes a month per agent. That does not seem like much to me, I would think more is better when it comes to practice.
"Never underestimate the power of stupid people in large groups"
10,000 rounds per agent / 5 years = 2,000 rounds per agent per year
200+ rounds per weapons qual, 2x per year = 1,600 remain maximum
1,600 rounds of ammunition per person, per year, seems reasonable for additional training, etc, including the 46 (15 x 3 + 1) rounds they likely carry on their person while on duty.

With a long term contract, maybe Winchester will feel confident enough to put some more money in capacity. If I was CFO of an ammunition company, I would be hesitant to invest money in increased capacity for a short tem shortage. I would want to know that demand would stay high long enoungh to complete any expansion and to payback the additional investment.
Maybe my math is wrong.
One shot, one kill. Why so much ammo? Can't be that many of them.
